We are all going to speculate on how this will work in the Lower Mainland but from a Perbert perspective would this work for an agency where the entire floor of a condo would be an incall?
Rent-to-own plan where the government (our taxes) indirectly subsidizes sexwork. These shoebox 450-600 square feet condos are unfit for permanent living space for a majority of people at current market rent levels but would be perfect for a six hour shift for two SP's rotating the incall. One or two condos on the floor can act as purely living spaces for SPs / touring SPs.
Major downsides I see are internal / external drama, strata issues, loss of discreteness, and scheduling headaches.
