Dongguan is the name of a large (10 million+) city in Guangdong Province, about half-way between Shenzhen (on the Hong Kong border) and Guangzhou (the Provincial Capital, where the Pearl River opens up into the Pearl River Delta).
The story goes like this: back before the founding for the PRC, Dongguan was known as a kind of "pleasure capital," similar to the way Pattaya, Phuket (in Thailand) and Angeles City (in the Philippines) are in our time. Lots of courtesans plying their trade. All the competition, and perhaps in some ways some of the ritualized aspects of Chinese culture, led to the development of elaborate set routines in the pleasure business.
In China, Dongguan is a real place, and nobody associates the name with anything other than the very large and busy city. But in some parts off the Western world, including Canada, this terminology has evolved into a kind of shorthand for ritualized, Chinese-style, 2-shot service with rimming and some fancy tricks and teasing.
In practical terms, it refers to a 2-shot service with BBJ, RIM and CIM. One shot in the mouth, during or immediately after an accompanied shower (which is called a "Mandarin Duck Bath" in Chinese), and then a second shot fucking, after having been teased and built up through an elaborate routine ending in intercourse.
The initial CIM shot is much the same idea as Japanese "Soapland" (or similar) service, getting the guy to blow, so that he can make it through the routine without blowing his load prematurely.
