Worldwide a hand to heart and an extension of the hand palms up / open or fist tapping the chest represents that your heart goes out to the people / someone...that would mean or represent the subsequent explanation.
As for the Sieg Heil salute almost everyone with a bit of education know what it signifies and represents. South Africa had Neo Nazis until the 80s and 90s nobody will tell me that Musk knows nothing about their salute.
