My buddy came across him through a fake ad, he probably manages. I remember being scammed by him in past once. He shows a fake escort license that he runs an agency which might look legit. However it's complete bullshit, he takes deposit and asks for more n more.

Your first clue is the license. There has been no requirement for escorts, escort agencies, body rub practitioners or MP's to be licensed by the City for the past few years.
