Seeing a few of them recently.
They look like braids hanging off the front bumpers. One on each side.

Traditionally seen decorating colourful trucks in Northern India and Rajasthan, these black, tassel, pom-poms, hang from truck mirrors and are believed to protect the drivers from the evil-eye and ward of bad luck while on the road.

The ones I've seen don't. Not very practical in Canadian winters. They don't last very long on slushy or snow covered streets. I guess then you're fucked and the evil spirits get you.
