I don't understand the constant need of PMs in a review board.

I remember it started to be a lot more frequent around last year when a user was banned from seeing other girls from the 2274 group regarding their review of a certain SP. I've been seeing it a lot only for the 2274 group only so that's why I believe that is the case.
