I am sure the easiest way to for ISIS to get terrorists into Canada is to have them spend years in a squalid refugee camp in Lebanon in the hope they will eventually get picked among the many others to get a chance to come here. I am sure they had no other use for their recruits.

If ISIS wanted to get sleeper terrorists into the country, it is much simpler to do it through regular visas than to try and get people in as refugees (who are going to be entirely families, children and old people incidentally)I'm sure Isis is real happy with the way Canada is rushing through the process to bring in Syrian refugees. Will give them a chance to slip in a few more sleeper terrorists than they might otherwise have been able to get into the country.
