Yes like EuroSZabina said your location doesn't matter. If you are looking for a cookie cutter type website, wix, weebly, wordpress type site that someone makes a few changes to your needs you might be able to get something done around your budget. Consider that $100 is only a couple hours for a competent webdesigner. If you want some custom that no one else has and is designed from the ground up to be unique you can multiple by 20 to your budget to start. Additional changes and updates can add up to another half your original investment fairly quickly. Make sure you get a site that you can do updates to yourself.

Oh yes and like EZ said, say no to monthly fees, better to pay to own the site up front or they will bleed you forever. I pay for my own hosting and own my site.
