Does anyone know of any Hotels in Winnipeg that still allows Smoking and where you dont Need a Credit Card to check into

Not at all, it is right downtown two blocks from the MTS Centre.
Umm... it may be 2 blocks from MTS, but it is a sketchy area. With a very sketchy bar on the main floor. And it is a very sketchy hotel. Probably was awesome in the 50's, at least that's what the style looks like. Not sure who owns it, but they certainly haven't invested anything more than the bare minimum in it in a very long while.

There is a certain element that hangs in that area, and throughout the downtown. I'm not saying it's knife fight central, but after dark, I wouldn't feel 100% safe alone. A few blocks either direction things can change, but this area is questionable.

Rubintugger I think that you are confusing the St. Regis hotel with the Marlborough hotel. The Marlborough is actually really nice and they just renoed the place. The St. Regis is super sketchy and has a very undesirable crowd that hangs out there.

The Marlborough Hotel has the Reagle Beagle if I remember right it is an irish bar, there was a event there and I fould it quite nice

I admit I haven't been there in a while, but last time I was there, there were pretty scary people in the Beagle, and the elevators were dirty, the "concierge" area was pretty scary... can't remember which girl was there, but I had to wait a bit and tried using the hotel computer to contact her, and it was pretty old.

Have they put some money into it? Maybe, but it is still not the best neighborhood, although the city is trying to clean up the downtown.

Saw K girl Jenny there once a few years back.
After that she used better hotels.
Heard something about bedbugs there last year... That scares me more than the thugs in the neighbourhood.

There are tons of hotels in winnipeg that don't require a credit card but you have to give a $250 damage deposit which is returned after the room is checked for damage after all that is what they want your credit card for. Radisson, Clarion, Greenwood or now its a Best Western, Viscount, the one on Pembina and Grant can't remember the name etc etc. And yes the Marlborough is a hole don't go there the Clarian by Polo Park is quite nice and they have smoking rooms.
