who knows if all the other rhetoric is true - who owes who money, etc. So putting that out of the equation, if she broke up with him the right thing to do is to give the ring back....
Regardless of written or verbal contract, I suspect purveyors of good taste and "normal" decorum would say that if he broke it off, then she can keep the ring if she chooses. If she breaks it off, she should offer the ring back, but up to him if he takes it.
I don't pretend to be a "purveyor of good taste and decorum" but I agree with these two gentlemen.

I've heard you're a classy guy and a real gentleman.

;)
Whoever is spreading these rumours must be leaving out the parts about my propensity to make crass comments and love of juvenile potty humour ;) :D

When 2 people are engaged.... The 1 that broke off the engagement forfeits the ring to the other who, presumably heartbroken, should at least get something out of the relationship... I mean if she gets to keep the ring then women can just go around getting guys to propose to them and then say #sorrynotsorry and walk off with the diamond time and again, basically scamming him out of his hard earned money... You can't walk away with his diamond, that's gotta e some kind of fraud....

Right?!? It's not a gift at all! If you made plans to lease an apartment and the landlord gave you the keys, and you then changed your mind and decided not to ease the apartment after all, would you then keep the keys?!?
Of course not....an engagement ring isn't simply "a gift"... If he just gave her a ring for her birthday of course she would be entitled to keep it... I have plenty of jewelry from ex boyfriends, some of it quite spendy, but it was birthday gift, Christmas gift, I really really like you gift.... Not an engagement ring.... A gift is given out of love, an engagement ring is given with the expectation if marriage... You get to keep the engagement ring as long as you are engaged...(or married)... No engagement, no wedding, no ring!!!

verbal agreements/contracts are legally binding.
'if you accept this ring, you agree to enter into marriage" how is that viewed as a gift?

It was a gift. Don't give $16,000 gifts if you're not fine with this possibly happening.
If an engagement ring is a gift that would mean women could keep it regardless of their answer.
