The guy's been in power for over 3 years, had a majority in congress at the start. If he was going to do anything truly radical, it would have happened already. Basic rule of politics: You might only get one term to make the changes to the system that you want so you jump at it ASAP. One might get a second, but might not & thus would miss the only chance if one acts like a political wizard like you.

Jean Chretien & Brian Mulroney did the same. Obama had a majority for the first two years of his term to make significant changes & didn't.
