Do not, I repeat, do not go to a Canadian Tire!
It depends on where you live. There are different tires for winter conditions depending on the temperature and your snow conditions. The tire best suited for Vancouver is going to be different than the best tire for Winnipeg or Edmonton.
It's hard to recommend one company because at the end of the day it comes down to the people working there.
I use a Fountain Tire store here in Winnipeg for my personal and business vehicles but I can't speak for the stores in your area.

Check out www.tirerack.com. prices are better than anything you will get anywhere in Canada....not to mention the dollar is pretty much at par and their shipping is quite reasonable....buy a set of rims at the same time and th tires come mounted and balanced on them...you just have to jack up your vehicle 1 corner at a time thusly saving yourself $100 in both the spring and the fall to swap your winter tires for the all seasons.

Big "O" Tires, with a name like that should you really go anywhere else? 
I actually just got all saddled up there with 4 new all season tires and I am ready for the Vancouver Storms. Plus ski season is almost here....whooooo hooooooooo!!!

Kal-Tire sucks.....I bought a full set of tires/rims last spring from tire rack and the total cost was under $1000 including shipping/duty/gst/enviro levy/brokerage fee.....for a set of tires/rims at Kal-Tire that were not as good the price was $1552.10 (I have the quote still)Had I lived closer to the border and been able to arrange a drop point with UPS I could have shaved off another
$200 on the price I paid....basically under $800 for a full set of tires balanced/installed on a new set of flashy rims.
When it comes down to it Canadians really get shafted when buying tires....even with the shipping costs purchasing tires/rims from the USA is a huge savings.Only cheaper way to do it is if you live close to the border....simply go down on a road trip and buy a set of tires and get them installed whilst there.

I bought a set of Michelin x-ice for the other halve's car at costco, and they are awesome tires. I tried to get the car to loose tracktion on purpose, and those tires stuck like crazy. (cost $850 installed) but last winter I bought a set from discount tires direct. (for my car) Hankook tires on Alloy winter rims landed at my door for about $1000.00. I don't think the tires are quite as good as the x-ice, but the price was pretty solid. I've looked this year, and they are even a little cheaper down south. The two sets of rims are really convienient, as it takes about 1/2 an hour to switch them over.

I am picking up a set of steel rims, balancing and mounting locally for less than $300. So I will have a full set mounted for about $625 which I think is about $200 less than if you purchased everything locally. As others have suggested tirerack.com is also worth considering.

All Season Tires are NOT snow tires and are really are not very good in snow. Plus they wear out faster than summer tires, because of the compound they are made of, thus costing you about the same as good summer tires and good set of Winter tires, in the long term. Why take chances with your safety and the safety of others? I drive to Whistler about 50 times or more per year, I have clients in Whistler and beyond, and All Season Tires barely make the grade, especially on the Sea to Sky, where ice forms very quickly and All Season Tires are less than useless on Ice. And if you plan on going into the interior, the colder it gets, the more useless the All Season tires become.

Actually there is an exception to this rule....I have found 1 all season tire that is as good as a winter tire and that is the Nokian Hakepelita....I bought full set of them for my last truck and they were pretty good in winter....though I have became more concearned about winter driving conditions 2 years ago and bought a set of studded winter tires which are on my factory rims.....studded winter tires would not be needed in Vancouver but they are nice for Calgary's roads when it is -35 and the 4 inches of snow gets compacted into a sheet of ice.

Nokian make some terrific tires. For a very solid winter tire you can't go wrong with them or most Michelins. There are a number of other solid winter tires as well. I often use 1010tires.com which also has retail outlets called Volco. Fairly knowledgeable service and prompt...never had an issue.
I was surprised that my dealer (NS Acura) had decent prices. Much better than any of the ones already named.
I did shop around a lot because I have the Michelin Cross Terrain tires on my SUV. Kal tire kept tiring to up sell me to Nokians which were another $100 per tire more.

Walmart has Nexen snow tires on sale for under $100 each even for the large sizes. They have free tire repair if you get a nail or damage to the tire. Depending on how much you drive in the snow the Nexens may work out for you. Costco sells the BF Goodrich and Michelins and often have the $50 to $70 rebate when you buy 4 at a time. I put the Nexens on last winter and they worked fine for me. There are alot of reviews on them if you google it.
