whats up with this error notice i get from perb?

i get onto perb , read a couple things , try to post my first thread post of the day and get a message saying i gotta wait 90 seconds between posts...
wtf? i did not make a previous post for days....anyone else getting this?

I've received this post, but I find that it actually DOES post my text. I'm not sure why it lists this error, but if you try posting again, it duplicates the post.

When that happens simply click on "General Area" at the top of the page and return to where you will be posting. it will be there.

There are other ways but this is what works for me.
