most cameras come with software for personal streaming using your own computer. As well they usually describe how to setup your router and dynamic IP address etc.
This is hard to charge for as you need to set up a bunch of payment options etc, but not impossible.
If you want to make money at it, then you have to move to a server streaming technology, or join established sites like ifriends etc. (there are quite a few internationally).
Building your own server site like that (which I've done), costs a whole bunch of money (upwards of 250 large) for the database design, streaming, bandwidth and most importantly advertising. Not to mention you have to be able to bring customers in during the first few months while you are getting established (or else your talent will quit).
