Japan scene changes often to allow or disallow foreigners in certain establishments. With the influx of tourists in Japan, more places are limiting foreigners. There are however a few soaplands setup for foreigners like GFE Soapland in Kawasaki, near Haneda airport in Tokyo. Its ok...not great. Otherwise foreigners flock to Tokyo Hentai Club or Robo Deli. The menus are expansive.
I’m not sure if you already went but check cityheaven.net for the list of soapland and delivery health. I’d pick DH (delivery health) which is basically outcall to your hotel. Or if you want privacy to a love hotel.
As far as my experience and others, DH usually don’t turn down gaijins. And you would have to pay the gaijin tax to have FS as they mostly only advertise AF. 10,000 yen is the most common but you can negotiate if you have add ons (fetish/filming/AF/ It just depends on the girl you booked and I’d suggest asking what she offers before booking as you won’t surprise her or you not getting what add on you wanted.

I’d avoid soapland, just not worth the hassle. They either decline you or price insanely high (gaijin tax). If you want a to experience it maybe once sure but DH is FAR superior. Just book ahead and they’ll send in a girl to your hotel, just ask the gaijin tax and you’d get FS and even more if you ask nicely.
