It used to be, and likely still is, a dump, an econopooner's paradise. This is how I described it a couple of years ago:

Those four places are all there is now, AFAIK, unless you include the Osborne Health Clinic. But, that would be like including Value Village on a list of high fashion boutiques!

You can find more info by doing a search in the Winnipeg forum. If you're looking for low-priced service, and don't mind SPs of commensurate calibre, you might find it OK there. Otherwise, stay away.
