Montreal’s new mayor has served warning to erotic massage parlours masquerading as legitimate businesses that he wants to shut them down.

Denis Coderre said the illegal parlours — havens for prostitution and human trafficking — will be the target of a police crackdown and possible legislation that will include hefty fines.

Coderre told reporters following an unrelated news conference Monday that he wants an organized strike against the parlours.

Erotic massage parlours often obtain a permit as a legitimate therapeutic massage business, hiding their true purpose.

“From the massotherapists’ association and the police, we’ve heard that (erotic parlours) often they get these permits and the occupation has nothing to do with massotherapy,” Coderre said.

“There can be prostitution in these places, juvenile prostitution, so I’ve said that it will be a priority.”

During a recent arrest in Montreal, the RCMP noted that such parlours are a gateway for moving human-trafficking victims into prostitution.

An RCMP spokeswoman estimates there are nearly 350 illicit massage parlours operating in Montreal and many more in its suburbs.

Coderre said more inspections are necessary. Currently, the industry largely goes unchecked.

He also wants to harmonize the way permits are doled out in Montreal’s 19 different boroughs.

“One problem is that you have 19 different rules,” Coderre said.

Part of the solution will involve inspections of these establishments. And new rules would punish those found to be falsely representing their business.

Coderre announced the members of his executive committee on Monday, with Anie Samson being appointed to the public security portfolio.

Coderre said he’s also discussed the matter with Montreal police Chief Marc Parent. They agreed there should be a strict enforcement of the law in these cases.

“We talked about having the rules more aggressively applied,” Coderre said. “The Criminal Code can apply, but we think also adding tougher regulations with stiff fines can ensure we cover all the angles.”

How many "illicit massage parlours" do you think are operating in Vancouver and the suburbs? Anybody willing to guess?

I guess it depends what is meant by illicit.

I've had erotic massages at MP's and also really good relaxing or helpful acu-pressure massages for sore shoulder or knee at the same place. Is the place illicit, or me? I fail to see why any mayor would care, but Montreal? Corruption and Mafia Central, but that's his priority?

Looks like the Montreal Mayor may be arresting many members of the Montreal Police Dept as operators. :p

Their PD has been involved in the strip clubs for years. :nod:

I wonder about the involvement of the RCMP in Montreal Massage Parlours. Quebec has their own police force known as the SQ and the RCMP typically takes a hands off approach to all internal things within Quebec.
 
There is a certain "hands off approach" that each level of LE have for each other, so I think it is safe to say once things get to the RCMP level everyone is in trouble. You do not want ot be the focus of their attention

There's also always more of a chance of having people working against their will in an agency/MP setting, hence why LE seems to be more focused on those types of businesses versus independents.

Even though escorting is technically legal (though most of the aspects surrounding escorting are not), having someone working in Canada without a work visa is illegal. A lot of MPs are notorious for employing workers from overseas. Not saying I agree with it but them's the breaks.

The same could be said of the private domestics , private care busiesses, farm workers and janitorial businesses. They all employ illegals and often abuse or cheat their employees, but are ignored because of their donations to the right political parties to leave them alone.

They go after MP's strictly because it involves sex and it is politically a safe target.

Like I said, I don't agree with it. But it is the easiest way for the reason you pointed out.

this is montreal folks - you know, the charter montreal? so i would say it's a fair bet when he says 'massage parlour' he actually means 'asian massage parlour' or 'eastern european massage parlour'

plus i think he's got a pretty rude awakening coming when the montreal mafia steps in to protect their prostitution business - he just might find he's being made an offer he can't refuse

Not really, it would not affect individual SPs. They are talking more about micros I think. Those are largely staffed by foreigners, so if they are actively targeted all that will happen is that the women who are imported to staff them won't come to country.

I'm trying to do as many inspections in the Lower Mainland as I can. I may have to enlist the help of Rob Ford (as he isn't as busy being a Mayor lately). :D
