Not sure what the hell is going on but apparently Madame Cleos is reopening as a Private Club.

With this supposed moritoriam on new "Health Enhancement" licenses, I assume it's easier for Rebecca to reopen as a Gentlemans Club like Brandis?

If its a private club and you were a regular and did not get an invitation...there might be a hint there
