Typically I consider a MILF someone in her 30's or later who has had children. But given your 2 choices above I would consider a MILF the younger girl in her 20's that has children. The other choice is what I would call a Cougar.

Over 30, with older kids, ie teenagers. MILFs are the mothers of your teenage friends (when you are a teenager yourself) that you fantasize about.
