Foreigners should pay more for hotels here in Canada than the locals . It happens in other countries like Germany, Italy and Carribean Islands. I have a friend and she is a travel agent and she has told several other locations where the foreigners/tourists pay more than the locals for hotels and other items .
I was surprised to hear about the discontinuation of the rebate. With vistiors to Canada plunging and the higher costs of the weaker $U.S. it may hurt the tourist industry even more.
I may spend 40 nights a year in Canada so I have enjoyed getting lots of rebates.
I assume Priceline will have to change their policy. I've sometimes used them (not as much recently) and they don't charge the tax to start with to U.S. residents.

I beg to differ - GST on hotel was very much eligible for the rebate. Not rental cars or food but jut about everything else was. It was a great deal. I find that a hotel room in Vancouver seems to cost 25% more than the quoted rate after you throw in all the tax. I have stayed in hotels across Asia & Europe and Vancouver has some of the most costly hotel occupancy taxes of anywhere.
