Have been looking for the same myself... but not much luck with anything that fits the bill (save one or two in the past).
There's a lot of new ads on Craigslist advertising foot fetishes/foot worship etc. if that's what you're looking for. Too many links to mention here; go to http://vancouver.craigslist.org/ers and search 'foot fetish' (or other obvious keywords) to see what's available.
As for SP's that offer the same, best bet is to contact ones you find appealing and enquiring specifically if they're interested.
