I am failing to see how and why the Harper Government and the Christy Clark Liberal Government chose to off load the costs of DNA testing by BC Police Forces to the Municipalities concerned. The deal was signed in 2013 which reduced the Conservative Governments payments to 46% of the actual costs. By 2017, the local police forces will not funding from BC or Ottawa unless the Liberals cancel the agreement.

For a Conservative Federal Government and Liberal Provincial government that were so called "tough on crime" this is a complete indefensible lie.

Funding of crime investigation is expensive and much more than local governments can pay for on their own.

That was Harper's strategy for reducing taxes: offload many different services previously delivered by the federal government to provinces.
Then ridicule the provinces for raising taxes to pay for them.
Agree with you that many forensic services are extremely expensive and require very specialised knowledge.

If not changed, each City, Municipality and District would be on the hook to pay for the DNA testing billed.

City of Van $600K

Surrey $450K

And it goes on and on.

The Cons saying they were all about Law Enforcement said it in words only and not in practise.

I was under the impression that local government paid for policing anyway, it is just that some of them pay for the RCMP to do it while others set up their own police forces.

Costs are shared between municipal, provincial and federal levels. Almost every town in Canada has a unique agreement with their province and the feds.
Ontario and Quebec might be different, they have their own provincial police that do a lot of municipal policing outside larger communities.
