I watched the Harper - Gates announcement on TV. While I think the objective they set is a good one, the way Harper handled it bugged me. Harper said Canada's "new government" is putting up the $100 million or whatever it is. Two things:

"new government" - You've been running the government for a year now, Steve. Kindly get over this tedious "new government" thing. In fact the government of Canada has been rolling along for 140 years now. You just happen to be the current chief executive.

"the government is putting up the money" - Sorry Steve, but we taxpayers are putting it up. You can take some credit for the decision, but you're making it sound like it's your money, that you're offering as a gift to Canadians and the world. Kindly drop that attitude.

Bill was quite nice to donate that much money. It raises a question though, why did he not donate that money in his home country of the U S of A? Why is he looking for publicity in Canada? Is he trying to become a Canadian citizen or something?

On another note, If he wants to give me money, I'll take it.

He could donate that money but at the moment the Republicans currently occupying the White House are hell bent on ABC-pushing abstinence before condoms. Sure there are fewer pregnancies but STI's are still cropping up. Also after Harper missng out on the International AIDS Conference in favour of a jaunt up North was more than an embarassment this is his way to make up for his absense, I think.

The US also has research organizations sign an Anti-Prostitutuion Policy or Pledge in order to get Federal funding.

Gates is looking for a way to get the money out for research, treatment and education through the best countries that have a more realistic approach to combatting the infection.

The Bill and Melinda Gates Foundation has a statement on their "gifting" quidelines on their webpage: http://www.gatesfoundation.org/ForGrantSeekers/

"For Grant Seekers

The foundation's grantmaking philosophy flows from our belief that every human life has equal value. In deciding how to invest our resources most responsibly, we look for projects that:

Help reduce inequities in neglected areas
Produce measurable results
Catalyze increased momentum, scale, and sustainability of change
Collaborate with government, philanthropic, private-sector, and not-for-profit partners
Favor preventative approaches
Leverage support from other sources
Advance our current strategies, accelerating the work we are already supporting
We award the majority of our grants to U.S. 501 (c)(3) organizations and other tax-exempt organizations identified by our staff. We do not award grants to individuals, or to projects that serve an exclusively religious purpose. To learn more, follow the links below."

They do give money to projects in the USA, however they do not support projects that use an "unreasonable" amount of the money for administrative expenses.

I would imagine that disqualifies most American charities. For example Christian Childrens Fund uses 80% of each dollar to pay for additional advertising, 10% to pay administration and only 8% to support chosen children.

Most of the money that the B&M Gates Foundation gives out is in conjunction with Bill Clinton's children's health initiatives in Africa. They also do schools, water supply and sanitation in Africa.

He and his wife have been donating a LOT of money in his home country and throughout the world for quite some time now through the Bill & Melinda Gates Foundation.

What I'm surprised at is that we've come so far as to risk spending $119 million on a possible vaccine! A vaccine! Let the world rejoice!

So how long has HIV/AIDS been around? And how long has it taken for governments to actually start to address this world epidemic? Not a fan of Billy, but absolutely applaud that he is doing some good humanitarian stuff with the billions he's made.

He has rehabilitated himself in my mind. No more Microsoft taking over the world, much more humanitarian stuff.
