VANCOUVER – A 47-year-old man from B.C. has been arrested in Washington State for travelling there to seek sex with a 12-year-old girl.

Kuldip “Kelly” Singh Mahal, from Surrey, was arrested by special agents with U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI).

Investigators say he travelled from Surrey to Washington after allegedly answering a posting on the Vancouver Craigslist website. Little did he know, he was communicating with an undercover HSI special agent, posing as a 12-year-old girl from northwest Washington.

Court documents allege Mahal sent multiple sexually explicit messages and photos of himself to the undercover special agent over a three-week period. He continued to do so after being told he was communicating with a 12-year-old girl. Investigators also state in the complaint that Mahal, in lengthy sexualized chats, repeatedly requested sexually explicit pictures from the “girl.”

Mahal, who works as a facilities manager for a Vancouver tech firm, and is a volunteer coach for an under-16 soccer team in Surrey, crossed the border at Blaine and headed towards the park in Burlington where he had agreed to meet the girl. He was arrested at the park.

“In three weeks’ time, the defendant went from responding to an online posting to traveling from Canada to Washington state to meet a minor for illicit sex,” said Brad Bench, special agent in charge of Homeland Security Investigations in Seattle. “Fortunately, he was actually communicating with an undercover HSI special agent. Individuals who cross international borders to sexually abuse children, whether they are Americans traveling overseas or foreigners traveling to the U.S., are within HSI’s jurisdiction and will be held to account for their crimes.”

Enticement of a minor is punishable by a mandatory minimum term of imprisonment of 10 years to a maximum of life in prison.

“Homeland Security Investigations agents work hard each day to keep our country, and in this case our children, safe from those who would do them harm,” said acting United States Attorney Annette L. Hayes. “I am grateful for their hard work and that it was in fact an undercover agent, and not a vulnerable young girl that was subjected to this defendant.”

The charges contained in the complaint are only allegations. A person is presumed innocent unless, and until, he or she is proven guilty beyond a reasonable doubt in a court of law.

HSI encourages the public to report suspected child predators and any suspicious activity through its toll-free tip line at 1-866-DHS-2-ICE or by completing its online tip form. From outside the U.S. and Canada, callers should dial 802-872-6199. Hearing impaired users can call TTY 802-872-6196. Both are staffed around the clock by investigators. Suspected child sexual exploitation or missing children may be reported to the National Center for Missing & Exploited Children, an Operation Predator partner, via its toll-free 24-hour hotline, 1-800-THE-LOST.

They always do ---- unless it's one of their own --- in which case they come up with a hundred excuses of why they can't reveal the cop's name.

BTW - I'm sure you meant 'trial', instead of 'trail'....:confused:

the 'booking' documents become part of the public record, unless you get a court injunction requiring that they be kept secret. media sources constantly scan the courthouse records looking for newsworthy items

Not saying that the guy does not deserve it...

The guy obviously went through the border to satisfy his twisted fantasy

But a few years ago there was a show on NBC similarly catching child predators. I found that their tactics were very leading and questionable. It also seemed like they had a few people "entrapped" who were slightly or very mentally deficient.

It will be interesting if the court documents will show what the officers did on their end.
Did they imply at the outset that the fictitious girl was under 18, or did they drop the "bomb" after a couple weeks of conversation?

Bottom line, sounds like the guy will get 10 years for answering a craigslist ad, that was BS

Strange that US authorities are targeting Canadians with a posting on Vancouver Craigslist Casual Encounters. Usually a place for scammers, spammers and now police.

The text of the ad read, "I'm a bit young and I want to learn some new things. I have never experienced the things I want to, I am real and live in Burlington, Wash. I like to go to outlet stores at Tulalip!!"

I was relieved to hear that he coached boy's, and not girl's soccer, but what an awful role model!
That doesn't make it any better. The fact that this person was around children was bad enough.

If I had a son who was coached by this guy, I don't think I would be 'relieved'. I'd be pretty pissed.

we can rail all we want about the morality of le's actions, but in both countries, entrapment is perfectly legal, as long as it complies with the governing laws

In my day it was not uncommon for School teachers to be in a relationship with a student. The teacher's union was so powerful that these individuals were just slapped on the wrist and shipped to another school. We all know of the abuses at church institutions, boy and girl scouts, residential schools, sex tourists etc. All concealed from society for years with very few charges, and even now no accountability to victims.

As a taxpayer , I just want to make sure that they are catching and charging the right people.

In my day it was not uncommon for School teachers to be in a relationship with a student. The teacher's union was so powerful that these individuals were just slapped on the wrist and shipped to another school. We all know of the abuses at church institutions, boy and girl scouts, residential schools, sex tourists etc. All concealed from society for years with very few charges, and even now no accountability to victims.

As a taxpayer , I just want to make sure that they are catching and charging the right people.

That is indefensible in this situation IMHO.

Not defending the guy, however no 12 year old I have ever seen, boy or girl has likely posted an ad on craigslist looking for sex.

So at the best the guy is a horny moron. At worst he is a really stupid pedophile who has already abused kids.

I wonder about how zealous the adult "officer" emailing or texting back to lure the guy in , and at what point in the conversation did they let the guy know the "girl" was supposedly 12. First day, after a week, two weeks, nineteen days?

I'd like to see the same zeal used in going after known abusers of children, like teachers, the catholic church, boy scouts etc. Those institutions fester with perverts and pedophiles. They seem to be politically untouchable unless someone is caught red-handed.

Anyway I beat this to a pulp. Hopefully their tactics were on the up and up.

More than likely NOT the first time he's done that. Just the first time he's been caught. He knew he was seeing a child for sex. What makes it even worse is this "alleged" man works with a childrens U16 soccer team. More than likely at 47 he has children and a family himself.
You are so fast to jump to conclusions... This guy never had any criminal record, and no issues whatsoever as a kids soccer team coach for many years. So what do we know so far?

- corrupt US LE decided to frame Canadians as child predators, possibly to reach their quota of people going to jail for this kind of crime. Canadians have been targeted cause Americans are likely well aware of their illegal dirty tricks by now.

- a Canadian was kidnapped by the US LE before he met any underage girl, which never existed in the first place. That means the guy intended to meet someone who PRETENDED to be a 12 year old girl and was not a minor.

- US LE want the guy to go to jail for at least 10 years (mandatory minimum) just for email exchange in which he expressed his sexual fantasies about having sex with a minor. Needless to say, this email exchange was not even initiated by him, nor do we know what he would have done had he met the actual girl. May be he would have bought her an ice-cream and gone back to Canada right away? Writing emails and fantasizing about having sex with a minor is not the same as having real sex with a minor.

- There is absolutely no material evidence in this 'criminal case' besides his emails. And what is even more important, there is no victim, and there has never been one! There was no kid's porn either, as the LE agents didn't send him any. The guy is likely a pedophile, but no matter how disgusting it may seem for us, legally being a pedophile is not a crime - only actual acts committed towards minors are.

- LE is supposed to protect kids from predators, not encourage law abiding citizens to become predators. By doing so US LE acted as criminals themselves.

Conclusion: if Canada still values its sovereignty, it should demand the extradition and criminal prosecution of the corrupt US LE agents and the immediate return of the kidnapped Canadian citizen.

I don't think it matters if he didn't intend to do it before. He traveled to the states with the intention to hook up with a 12 year old once, and one time is too many when we're talking about kids.

Growing up a 14 year old friend of mine was incessantly chatting with a 40 something man in a chat room. He intended to drive across the country to take her virginity. She had no idea what she was getting herself into but thank goodness she cut off communication. The digital age and curious kids can be a very dangerous combination.

I have also heard that the notorious Bill Russel has or does coach kids' soccer. Shudder.

I'm sure if a LE officer was going to invest three weeks of their time into luring , and arresting this "Shitbag".....Sorry!!.....Suspect ,they would have all the legal bases covered.
Most LE in North America have a "Checklist" of protocal when dealing with Pedophiles, and Child Porn charges to ensure convictions.....And so they should!
With the Media coverage, that will include ours here in B.C....We may be witness to more victims gathering their courage, and coming forward and telling their stories.
I can't imagine what kind of courage it would take for a child to make the decision to do that...But as a society we should recognize them ...and give them every opportunity to heal.

He allegedly asked "her" to send him pics; indicating he wanted child porn. Even soliciting for that is, in my opinion, worthy of more than just a slap on the wrist.
