Bait and switch is when the girl in the photos doesn't match the girl at the door. Correct me if I'm wrong but VIP has been doing this for a while now. The ladies they provide are attractive but it's still bait and switch.

The B&S the "scam agencies" pull off is egregrious. Their ad shows a gorgeous young hottie, what you really get is a 40+ auntie. Before the shock of how you have been mislead wears off, she is closing the door behind you, escorting you to the bedroom and speaking some BS about how the girl couldn't make it and she is filling in OR that she really is the girl in the photo!

In Wpg a helpful guideline is if the ad doesn't blur out the lady's face it's B&S, as is the case here. But blurred-out ads could still be fake.
