When they say that you need a reference they mean you need a reference from another SP who you have seen. If you haven't seen any other SP's then you are out of luck for now and even if you do have a reference from another SP there is no guarantee.

Based on what the OP said, this was my interpretation as well. I don't think you were ripped off in the more conventional sense, I just think you might have upset her with a surprise CIM and as a result anything past that point was going to cost you extra.
