It's just a marketing tactic here. Coming from LA, it was widely understood to be bbbj and kissing, at a minimum. Here, it's more often just buzzwords to get people through the door, and then can be pretty much anything the provider wants.

That’s what I understand it to be as well (kissing, bbbj, covered fs, daty, cuddling etc). Safe gfe would be covered oral both ways and everything else listed above.
