An RCMP officer in Kelowna, B.C., will be disciplined for using a Taser on a 68-year-old stroke victim over a parking violation, CBC News has learned.

John Peters, 68, says he raised his arm trying to protect himself before the RCMP officer shot him with the Taser.

John Peters admitted he first drove away when a police officer tried to give him a ticket for double parking.

Peters told CBC News he then stopped a short distance away and was stunned twice with a Taser by the RCMP officer while still sitting in his car.

The man suffers from a neurological disorder that makes it difficult for him to speak when he is stressed.

RCMP Supt. Bill McKinnon apologized Thursday and said the officer will be disciplined, Peter's told CBC News on Friday morning.

RCMP have scheduled a news conference for 11 a.m. PT Friday.

don't worry i'm sure pantherdash will be quick to the defense of the police in this matter to. i'm assuming it will sound something like this "who knows, this small 67 year old man could have had a weapon, he could have known a martial art or could have been high on drugs, always do what the police say without question. don't think for yourself and you will be fine."

i just love how some people think that questioning police actions in certain cases means that you don't support the police which is total bullshit. its like fucking george bush "your with us or against us." bullshit. i support good cops and i wish there were more of them out there.

Rhetorical question perhaps but,…Who the hell hires these Mounties. This so called, Elite Police Force. They just get `stupider and stupider` (yes, I know that’s not correct but it fits this profile) Dudley Do-Right is alive and well. This time in Kelowna.

One would have to think that with all of the publicity ....pardon me,,. “THE MASSIVE PUBLICITY”….The public outcry,.. Every major news station on the planet, not to forget U-Tube, and gee, just a hunch, perhaps the RCMP reminding their members all across Canada to be just a tad more careful when making a decision about using your stun-gun. …Yup. All this attention raised about Tasers this last few weeks, and this bone-head cop in Kelowna uses his on a 68 year old man for trying to avoid a traffic ticket. Has this jerk cop been living in a cave this past couple of months?

I watched the report on the news tonight and apart from what we already know, (Mr. Peters says) the cop also punched him. The poor old guy didn’t see it coming because he’s BLIND IN HIS LEFT EYE.

According to the RCMP, the `officer` could be sent for more training or worse, he could be disciplined. Wow. Disciplined. That’s scary isn’t it. In the meantime Mr. Peters has to appear in court on January 7th to face charges of obstructing justice, resisting arrest and assaulting a police officer…. Assault???

Mr.Peters faces some serious charges and the cop gets sent for more training. WTF.

I agree in principal with smackyo. I'm sure there are some really good cops out there and it must drive them nuts when they hear one of their own screws up like this. Damage control is in overdrive. More bad publicity they don't need.

Okay Panther. Your turn. I want to hear what you have to say in defense of our newest testosterone charged numbskull.

All this for a bloody parking ticket?? The rcmp officer should just let this guy drive off since he has his license plate. I know you can just enter the license plate into their little computer and find out where this person lives.

That's what im wondering also. Why on earth did they give him a license to drive if he's blind in one eye.

What was he doing driving and who gave him a licence if he's blind in the left eye. Makes it kind of hard to drive, no (Depth of field)?. Or did you just add that in for effect? Cause you would never do that, DT!

Possibly to establish trust and lull us into a false sense of security so we're caught offguard when the authorities have us carted off to the "re-education camps"? They're being built all over North America. I heard it on the radio so it has to be true, right? ;)

Canada's national police force has outlined clearer guidelines that restrict the use of stun guns to cases in which "a subject is displaying combative behaviours or is being actively resistant."

The policy change comes on the heels of a report from the force's watchdog, the Commission for Public Complaints Against the RCMP. Head of the commission Paul Kennedy released his recommendations on Wednesday, stopping short of calling for a moratorium on use of the weapon.

Kennedy criticized the RCMP for failing to manage the application of Tasers, saying the lack of enforcement over the past six years has led to a drastic increase of cases where officers were firing the 50,000-volt weapons to subdue "clearly non-combative" people.

Kennedy's 53-page report said the stun gun should only be used when suspects pose a risk of "death or grievous bodily harm."

His report was commissioned after an international furor surrounding the case of Polish immigrant Robert Dziekanski, who died Oct. 14 after he was repeatedly shocked by a Taser and pinned to the floor by RCMP officers at Vancouver International Airport.

DT didn't add the blind comment for effect, watch the video. The reporter states John suffered a stroke a couple years ago which caused him to lose vision in his left eye and that he suffers from aphasia which makes it difficult to communicate.

Lots of people with vision in only one eye are allowed to drive. Judging distance (depth perception) is a skill that can be learned with only one eye and as long as their field of vision hasn't become too narrow they can still qualify for a drivers licence.

To Mr. Panther,...What the heck has being blind in one eye got to do with it. ..The man was Tasered and punched. He's almost 70 years old. Have a little empathy. Put it in perspective. What if John Peters was your father,.. your grandfather. Honestly now, how would you feel then.

Okay, just to reiterate,... No I did not add that (Blind in one eye) for effect. It was a point of information made on the (CTV-CBC-BCTV) news in the interview with Mr.Peters. Have a look....The U-Tube news segment from Kelowna is there. Have a listen before dumping on me suggesting I'm trying to sensationalize. Believe it or not, some people with missing limbs, some people wheelchair bound actually have a licence to drive. Would you have them off the roads too? Being blind in one eye is not such a big deal.

Hello!..What planet are you from. I'm sure there are thousands of drivers all over the world who have vision in just one eye. Maybe people with thick glasses should also be restricted from driving. Really, lets stick with the point of this subject. Stun-guns and stunned cops.
