Theres all kinds of rules and regulations that those in goverment have to be abide by before they can act during a crisis. The governor of Washington State (what’s her name is ignored) There is no time for their permission or approval, the Federal government declares a national emergency.
No one is allowed into the city. Families are separated because they could not get back into Seattle to reunite. There is no opportunity to secure any personal belongings.
The sick and infirmed are place in alternate shelters. The hard core prisoners are flown to Club Gitmo. The medium and low risk prisoners are place in tents borrowed from Sheriff Joe.
A few looters are shot and killed by the US military, but the whole town is evacuated in time.
Oh, just a minute the Tsunami was over estimated. It was not as server as predicted and a small wave hit the shores.
