Get it appraised

If the entire watch is encrusted with diamonds (and not just the bezel, face and presidential band with the diamonds down the centre), it is most likely aftermarket - though I am not sure how he found somebody to make one up so quicky.

Bring it to a Rolex store (or any fine swiss watch store) and let them take a look. If it is just a rarer and glitzier version of a non custom watch, they will be able to tell you it's value. If they can't they will be able to refer you to an appraiser who is qualified to do so.

Just so you are aware - insuring jewlery such as this is very costly. You may also want to ensure that you have documentation from here saying it is yours, and that you take a copy of that with you if visit Dubai. Canadian Customs may be interested in proof that you didn't purchase it there when you return.
