Apparently from what I heard and with conversations with a few I know in the call centers (Many are in the philippines) they do store texts for 6 months, they can see the number of characters for each message buts its against the law for them to see the actual messages. The messages can only be unencrypted with a court order.
Again you can take that for what its worth, there was no reason for this person to lie to me but that doesn't say that someone with a higher paygrade might be able to read the messages.
Consider the amount of messages that are sent every hour in the country. It must be a huge number. Would take an army just so sort through a small amount of them looking for things. Even with a keyword search program would still be immense.
If you are concerned then whattsapp, viber and imessage are good ways to communicate and have your messages encrypted end to end with no one able to see them. (supposedly)
I look at it like Bill C36. Its there, its enforceable but unless you are being a real bad person or a-hole it doesn't come into play for most of us.

I used to think lik yourself millions upon millions of words in emails and texts and voice communication.
Bottom line it takes to much man power to go after one guy and for what purpose? Better to get a gang that uses underage girls, like the one that was recently busted in Ontario and Quebec.
Why do think the bad guys encrypt all messages.
