My response would be yes I would buy a pair of used panties but I would need some assurance that The Mistress I bought them from actually wore them.

Wow, environmentally conscious as well....at the very least, it starts my day with a smile to read such as this....gawd...recycled panties. I suppose you could even add in the benefits of not having to launder them...although you would have to subtract the packaging and the carbon emissions of the transport mechanism (Canada Post?).
