Go to a restaurant supplier, they sell finger condoms (for covering cut fingers). Maybe that size will work?

A lot of SPs order them for special clients.

Otherwise they have to insert two fingers in a standard condom to take up the slack and keep it secured.

They are the smallest I have found.
