Can't find the English version of it anymore, but here are the rules:

1. Everyone must get across the river on the raft.
2. Maximum two people at a time on the raft.
3. Only the father, mother and police officer can operate the raft.
4. The father and daughter(s) cannot be alone without the mother present (creepy, I know).
5. The mother and son(s) cannot be alone without the father present (even creepier).
6. The thief cannot be with any family member(s) without the police officer present.

To start the puzzle, click on the blue circle. Click on people to place them on the raft, and click the red handle to move the raft across the river.

By the way, it is most definitely solvable. I did it in 17 moves, but it might be possible to do it in fewer.

Boy, that took me a while to figure out. I couldn't do it in less than 17 either. I actually had to do it again and count my moves as I couldn't read the characters. It seems to be a more complex version of the Farmer with the fox, chicken and grain riddle.

The only time he can leave her is when she's the only one on that side of the river. Besides, she's cuffed.

I solved this puzzle quickly just trying different combinations, but it took me longer to repeat the steps from the start. With pencil and paper, you could solve this puzzle mechanically by drawing a graph.

The cop is supposed to bring the prisoner over to complete the puzzle. Then everyone is happy and gives a cheer.
