VANCOUVER (NEWS1130) – Vancouver Police are warning women about a violent offender known to frequent the downtown Eastside.

Patrick Henry, 36, is considered a high risk to re-offend violently against women and particularly against women he becomes intimately involved with.

Henry is believed to be using on-line dating sites to communicate and meet with women.

While Henry is not currently living in Vancouver, he is known to frequent the Downtown Eastside. Henry is Aboriginal, 5’6″ tall, 181 lbs., with dark brown hair and brown eyes.

He is currently on probation for domestic assault and bound by a number of court ordered conditions that include:

Not to possess knives except for the purpose of preparing or consuming food
Not to consume alcohol or non-prescription drugs
Not to be found in any place that is licensed to serve alcohol
Anyone who finds Patrick Henry violating of any of his conditions is asked to call 9-1-1 immediately.

Why do they keep letting these people OUT if they are considered a high risk to re-offend violently against women and particularly against women he becomes intimately involved with.
I guess he'll have to kill someone to keep him locked up.

Because the people who lock them up (the police) are not the same people who let them out (the courts). The police may agree the person shouldn't be released but don't have the authority to detain them further so they share the conditions of parole in case someone witnesses something that can give them the authority to lock them up again.
